Place the stainless steel inner pot inside the Instant Pot®. Add the well-washed quinoa, water, cinnamon, and cloves. Close and lock the Instant Pot® lid. Make sure the steam release handle is turned to Sealing.
Press Pressure Cook and set time to 3 Minutes.
Blend parboiled quinoa with the eggs, evaporated milk, and condensed milk.
Pour mixture into caramel-coated pan. Place the stainless steel inner pot inside the Instant Pot®.
Place the rack in the pan with hot water; then set the pan with the mixture on the rack.
Press Cake and set time to 35 Minutes.
Finally, uncover the Instant Pot® and carefully remove the pan. Allow to cool then cover with a plate and invert.
